Order On order of the Court, the application for leave to appeal and the motion to lift stay of proceedings are considered. It appearing to this Court that the case of Harper v Virginia Dep't of Taxation, 242 Va 322; 410 SE2d 629 (1991), cert gtd US ; 112 S Ct 1934; 118 L Ed 2d 541 (1992), amended US ; 112 S Ct 2298-2299; 119 L Ed 2d 222 (1992), is pending on appeal before the Supreme Court of the United States and that the decision in that case may resolve an issue raised in the present application for leave to appeal, we ORDER that the application be held in abeyance pending the decision of the Supreme Court of the United States in that case. The motion to lift stay of proceedings is DENIED.
